LOCAL GOVERNMENT & SCHOOLS PAY OFFER – HAVE YOUR SAY ON PAY

It is time for you to have your say on your pay. The local government employers’ final offer for 2018/19/20 is on the table and GMB members must now decide to accept or reject the proposal. GMB believes in member democracy and as a GMB member you are entitled to take part in the decision. GMB is proud to be the only union giving all members an individual vote – so please use it.

The pay negotiations with the employers have been tough against a background of more Government cuts to councils’ budgets and public sector wide pay restraint. The GMB Pay Pinch Campaign has helped bust the public sector pay cap and we want to say a huge thank you to all GMB members that have taken part in this campaign. You have made a difference. This is the first time in eight years where the local government pay cap has been busted.

Local government staff have been offered a two-year pay increase from 1 April 2018. The local government pay offer has three key features and is worth 5.6% on the pay bill over two years:

  1. The majority of staff – those on salaries starting at £19,430 per annum – would receive an uplift of 2% on 1 April 2018 and a further 2% on 1 April 2019.
  1. Staff on the bottom of the national joint pay spine (Spine Column Point 6 – 19) will receive higherincreases than 2%. In year 1 this ranges between 3.7% – 9.3% and then in year 2 this rangesbetween 2.6% – 5.9%. The starting rate will move to £8.50 on 1 April 2018 (9.1% increase) andwill further move to £9.00 on 1 April 2019 (5.9% increase). Almost a third of workers will receivean inflation linked pay rise in year 1.
  1. The offer also includes the introduction of a new national pay spine on 1 April 2019 .

The GMB national lay reps concluded that the pay offer is the best that can be achieved through negotiations. They believe it is unlikely that anything short of sustained strike action will get the employers to even consider improving the offer.
